RESUMEN

Las disparidades regionales reflejadas por el comportamiento del Indicador de Desarrollo Humano (IDH) y sus dimensiones vienen siendo de particular interés tanto en mis prácticas docentes como en algunos trabajos de investigación desde la década de los ’90, específicamente cuando el Programa de las Naciones Unidas para el Desarrollo (PNUD) comenzara a publicar sus informes sobre el Desarrollo Humano de los países del mundo. Para esos años, los valores del IDH posicionaban a la Argentina entre los países con niveles altos -alrededor del puesto 40 en el ranking mundial-, ubicación que fue variando en los años posteriores, tanto positiva como negativamente, conforme se fortalecía la metodología de obtención de los índices ó bien se producían avances en una o más de las dimensiones que forman parte de su cálculo. Los primeros análisis realizados indicaban que ese posicionamiento a nivel internacional no respondía a la situación de algunas regiones del país y confirmaban la existencia de una Argentina dual, desequilibrada en la distribución espacial del Desarrollo Humano. A  más de 20 años de aquella observación se propone, en este trabajo, hacer una revisión de la evolución del indicador y de las dimensiones que lo componen, sumando  al análisis un nuevo cálculo -propuesto por el PNUD a partir de 2010-que pone en evidencia mayores indicios de desequilibrios por desigualdad; esto es lo que revela el  Índice de Desarrollo Humano ajustado por la desigualdad (IDHD)en el período 1996-2016.

ABSTRACT

The regional disparities reflected by the behavior of the Human Development Indicator (HDI) and its dimensions have been of particular interest both in my teaching practices and in some research work since the 1990s, specifically when the United Nations Program for Development (UNDP) will begin to publish its reports on Human Development of the countries of the world. For those years, the values ​​of the HDI positioned Argentina among the countries with high levels -around the 40th place in the world ranking-, location that was changing in the following years, both positively and negatively, as the methodology for obtaining it was strengthened of the indexes or there were advances in one or more of the dimensions that are part of its calculation. The first analyzes carried out indicated that this positioning at the international level did not respond to the situation in some regions of the country and confirmed the existence of a dual Argentina, unbalanced in the spatial distribution of Human Development.  More than 20 years after that observation, it is proposed, in this paper, to review the evolution of the indicator and the dimensions that comprise it, adding to the analysis a new calculation -proposed by the UNDP as of 2010- that puts evidence of greater imbalances due to inequality; this is what the Human Development Index adjusted by inequality (IDHD) reveals in the 1996-2016 period.
